Christi Allison, CMSP, MSA Paraprofessional Team Leader, Nyhan Bambrick Kinzie & Lowry

Christi Allison is an experienced Legal Assistant with a demonstrated history of working in the legal services industry. She is a strong administrative professional with a Bachelor of Arts (BA) focused in Criminal Justice and Law from University of Illinois at Chicago.

Brian P. Cowan, MSCC, Vice President of Services, Verisk Analytics

Brian Cowan is the Vice President Services team at ISO Claims Partners. He oversees both CareMDRx, which is ISO’s suite of administration products, and CP Link, ISO’s automated conditional payment program. He also provides policy support to our Services team as well as working working with clients developing protocols and building their MSP compliance program. Cowan also provides trainings on a variety of MSP Compliance topics including Section 111, conditional payments, MSAs, and CMS submission.


Cowan has extensive experience writing MSAs, recommending cost mitigation tactics, reviewing CMS’ decisions and drafting re-reviews, and consulting on settlements. Previously, he was a bankruptcy and litigation attorney and represented both veterans and asylum seekers pro bono. He worked in international development in Central Asia, before beginning his legal career.


Cowan earned a BA in Religious Studies at Elizabethtown College; a MA in Ethics and Peace at American Unveristy; and his JD from New England School of Law. He is licensed to practice law in Massachusetts and New Hampshire.

Mark Heberling, JD, Vice President of Settlement Consulting, IMPAXX

Mark has served as a Vice President of Settlement Consulting at IMPAXX since April 2022. Prior to IMPAXX, he worked for over nine years at MEDVAL, providing guidance to large national insurers on Medicare Secondary Payer Act compliance issues. Mark holds a Bachelor of Science in Biochemistry and Molecular Biology from the Pennsylvania State University and a Juris Doctorate from the University of Pittsburgh School of Law.

Rachel M. Maldonado, Esq., Partner, Gordon Rees Scully Mansukhani, LLP

Rachel M. Maldonado is a Partner in the Medicare Compliance Group, concentrating in Medicare compliance issues that arise in workers’ compensation and general liability settlements.


Prior to joining the firm, Ms. Maldonado’s practice involved Social Security disability and workers’ compensation litigation as an Attorney Representative at GENEX Services and an Associate at a solo practice. A registered attorney with the United States Social Security Administration, she has vast knowledge of and experience with Medicare, Medicare Set Asides, and workers’ compensation law in Pennsylvania.


Ms. Maldonado received a J.D. from Duquesne University in 2009, where she held a Public Interest Association Law fellowship assisting low-income clients with custody matters.

Dena Ramsey JD, MBA, BSN, MSCC, CLCP, LNCC, CWCP, Director of Operations, Life Plan MD

Dena is the Director of Operations for Life Plan MD, focusing on both liability and workers’ compensation settlements through the development of Medical Cost Projections, Life Care Plans and Medicare Set-Asides. She holds a Bachelors in Nursing, a Masters in Healthcare Administration and a Juris Doctorate. Additionally, she is certified as a Life Care Planner, Legal Nurse Consultant, Medical Cost Projection Specialist and Medicare Set-Aside Consultant. With over thirty years of extensive experience in healthcare administration she has worked clinically, as an administrator and an educator at both the facility and University level. She has been involved in not only the preparation and review of Medicare Set-Asides but also on the approval side as a Subject Matter Expert for the WCRC. This varied experience has provided a passion for education and continuous quality improvement.

Jennifer Shymanski, JD, CMSP-F, Vice President of Implementation and Strategy, IMPAXX

Jennifer Shymanski is the Vice President of Implementation and Strategy with IMPAXX which recently acquired NuQuest. Prior to joining NuQuest, she spent over ten years at a large national insurer working with both workers compensation and liability claims teams. Her focus is on assisting clients in designing and then implementing their Medicare Secondary Payer Compliance programs. Shymanski develops the training content and creates the education programs. As part of the Settlement Consultant Team, she uses her extensive claims and MSP experience to assist clients in reaching optimal outcomes for their claims resolution.

Shymanski holds a law degree from Northern Illinois University College of Law and a Bachelor of Arts in Political Science from the University of Wisconsin – Stevens Point. She is admitted to practice law in the State of Wisconsin. She is also an instructor for the Certified Medicare Secondary Payer (CMSP) and CMSP-Fellow designations. She is an Advisory Board member of The National Medicare Secondary Payer Network (MSPN formerly NAMSAP) and is a co-chair of their Webinar and Podcast Committees. Shymanski is also an adjunct instructor of Business Law at Northcentral Technical College in Wausau, Wisconsin.
