Annie Davidson, Esq., MSCC, Senior MSP Compliance Counsel and Policy Strategist, ExamWorks
Annie Davidson is the Senior
MSP Compliance Counsel and Policy Strategist for ECS. Annie speaks and
writes publicly on behalf of ECS and provides legal analysis to ensure
the integrity and quality of ECS’ MSP compliance services. Prior to
joining ECS, Davidson practiced as an insurance defense
attorney in her native Minnesota where she litigated workers’
compensation and liability insurance cases, particularly those involving
MSP issues. She is admitted to practice law
in the State of Minnesota. She is the current co-chair
of the MSPN Policy and Legislative Committee and has served as a member
of that committee prior to taking on the co-chair role. She is an active
member in the Annual Conference
Committee and regularly attends board meetings. Davidson
brings to the table litigation experience in both WC and liability and
robust compliance experience helping NGHPs comply with MSP law over the
years: writing MSAs, arguing complex
Conditional Payments issues through the ALJ level, and
Section 111 reporting.
John P. Kane, AIC, MSCC, CMSP-F, VP of Strategy, Ametros
John Kane is the Vice President of Strategy at Ametros. With over 30 years of experience in a variety of workers’ compensation and liability claims positions, he leads the strategic direction for Ametros’ workers’ compensation and liability programs, including the implementation of professional administration. His extensive background in Medicare Secondary Payer (MSP) compliance makes him an expert in leading the adoption of high performing programs that protect both clients and the injured individual with professional administration.
Prior to Ametros, Kane had a successful career with Liberty Mutual Insurance company, working in various positions including Regional Claims Manager for Integrated Disability Management, Loss Portfolio Risk Manager, and AVP & Director of Medicare Compliance Program.
Kane is both a leader and educator in the workers’ compensation industry. He has a Business Management degree and holds an Associate in Claims (AIC), Medicare Set-Aside Consultant Certified (MSCC) designation, and Certified MSP Professional (CMSP). He is also a leader with The Medicare Secondary Payer Network (MSPN) and an active member of the Medicare Advocacy Recovery Coalition (MARC), instructing the Certified Medicare Set Aside program.
Deborah Watkins, Founder & Chief Disruption Officer

As the Former CEO of the global leader in full-service Medicare Secondary Payer Compliance and medical forecasting, she was among the first to beta test MMSEA Section 111 NGHP reporting with CMS. Watkins received the 2010 Oracle Titan Award and Gartner 1to1 CRM Silver Award for a technology, data analytics implementation. She spearheaded an effort with the National Council on Compensation Insurance (NCCI) to produce “Medicare Set Asides and Workers Compensation” presented at the 2014 Annual Issues Symposium. She is experienced in claims management of catastrophic/complex/ chronic disease populations and recognized for excellence in clinical strategy and Return-to-Work outcomes. She has held key roles in major group health, workers compensation and group benefit insurance companies including taking part in the Federal Medicare+Choice pilot program, the precursor for Medicare Advantage C Plans.
Watkins has an Executive master’s in healthcare leadership (MBA/MPH) from Brown University and a Master of Science in Nursing. She is passionate about innovation in claims and healthcare transformation.
